When a boat is going faster than no-wake speed, children under 7 must wear a USCG-approved life jacket unless they are in a cabin or below deck.

Everyone else, towing and seasonal rules
Inflatable life jackets are not approved for PWC, towed water sports, or people under 16. All boats under 16 ft, and all canoes, kayaks and paddleboards, must carry a USCG-approved wearable life jacket for each person. Boats 16 ft and longer also need a throwable device.
The federal baseline
Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “South Dakota boating license”)
Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.

No one. The GFP handbook says boating education is not mandatory in South Dakota but strongly urges an online course. Age limits still apply: under 12 may not operate a motorboat over 6 hp, and under 14 may not operate a PWC, unless someone 18 or older is on board.

Rules on the water
Everyone on board must wear a USCG-approved life jacket (no inflatables); lanyard must be attached to the operator; no riding between sunset and sunrise or in low visibility unless the PWC has navigation lights; slow, no-wake speed (5 mph) within 150 ft of non-motorized boats, shore, docks, swim rafts, swimmers and moored or anchored boats; no weaving, close wake-jumping, last-second swerving or chasing wildlife.

A paddleboard is a watercraft in South Dakota and must carry a life jacket for every user. Non-motorized craft over 12 ft must be registered. No rules specific to kiteboarding were found.
Boat registration in South Dakota
Motorboats of any length and non-motorized boats over 12 ft must be registered (registration decal on each side of the bow). Non-motorized boats over 18 ft must also display numbers. Canoes, inflatables, kayaks, sailboards and seaplanes cannot be titled.
