Emergency on the water in Idaho
On inland lakes and rivers, 911 reaches the people who respond there: county sheriff marine units, state conservation officers and local fire and rescue.

Everyone else, towing and seasonal rules
Everyone towed behind a vessel must wear a life jacket. Fly-fishing float tubes need no life jacket on lakes under 200 surface acres; fly-fishing pontoons need one on all waters.
The federal baseline
Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Idaho boating license”)
Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.
Who needs it
No general requirement and no statewide minimum operator age. Education is required only for PWC renters (rental business must educate each rider; operator carries an IDPR wallet card), and for operators convicted of boating under the influence or repeat boating-law offenders. Some counties (Benewah, Bonner, Kootenai) set local age rules.

Rules on the water
Everyone riding or towed must wear a USCG-approved life jacket; attach the engine cut-off lanyard; no operation sunset to sunrise or in restricted visibility unless factory-equipped with navigation lights; no weaving through traffic, unsafe wake jumping or last-second swerving; a PWC towing a skier must be rated for 3 people.

Kayak, canoe, paddle board and kite rules
Paddleboards used outside swim/surf areas must carry a life jacket per person, a whistle, a white light (flashlight/headlamp) from sunset to sunrise, and an Idaho Invasive Species Fund sticker. Sailboards are exempt from registration. No kiteboarding-specific statewide rule found.
Boat registration in Idaho
All vessels need an Idaho Certificate of Number and validation stickers (motorboats, PWC and sailboats), except manually propelled boats (canoes, kayaks, rafts), float tubes without motor, sailboards, and boats registered in another state using Idaho waters 60 days or less. Non-motorized boats need an Idaho Invasive Species Fund sticker ($7); exempt only if under 10 ft, non-motorized and inflatable. For registered Idaho boats the sticker is included in registration.
