Children under 13 must wear a USCG-approved life jacket while underway, unless below deck or in an enclosed cabin.

Everyone else, towing and seasonal rules
Since 1 Jan 2025, everyone must WEAR a USCG-approved life jacket when on a river, in a boat race, or using human-powered craft, paddlecraft, kayaks, canoes, paddleboards, rubber rafts, ice sailboats or PWC. Sailboard, inner tube, air mattress and float tube users must wear a life jacket or flotation aid. Everyone towed must wear one; no towing from 1 hour after sunset to 1 hour before sunrise.
The federal baseline
Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “New Mexico boating license”)
Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.
Who needs it
Anyone born on or after 1 Jan 1989 operating a vessel with a motor (gas or electric) or a sailboat. Exempt: non-residents with another state's card, renters who got a dockside safety checklist, government vessels; 30-day grace after buying a boat and 45 days after moving to New Mexico with another state's card.

New Mexico jet ski (PWC) laws
Minimum age
13 to operate without on-board adult supervision; under 13 only with an adult on board (and the operator must still carry a Boater Education Card)
Rules on the water
Everyone on a PWC must wear a USCG-approved life jacket; attach the engine cut-off lanyard; a PWC towing someone needs a skier-down flag, an observer and seating for operator, observer and each towed person; keep 150 ft from swimmers, skiers, anglers and dive flags.

Kayak, canoe, paddle board and kite rules
Paddleboards, kayaks and canoes are subject to state boating law: every person must wear a USCG-approved life jacket (since 2025) and carry a paddle and a whistle or horn. Sailboards are exempt from registration but riders must wear a life jacket or flotation aid. No kiteboarding-specific rule found.
Boat registration in New Mexico
Register (3-year registration) any vessel propelled by machinery, and any vessel propelled or designed to be propelled by sail except sailboards/windsurf boards. Exempt: government boats, out-of-state boats on New Mexico waters under 90 consecutive days, foreign boats temporarily visiting, and USCG-documented vessels. Paddlecraft may register voluntarily.
