Children

Children under 13 must wear a USCG-approved life jacket whenever underway, unless in a fully enclosed area. This also applies on stand-up paddleboards.

Everyone else, towing and seasonal rules

Everyone on a PWC or being towed must wear a non-inflatable USCG-approved life jacket. All vessels except sailboards must carry a life jacket per person, including paddleboards. To tow a skier the operator must be 16, or 14 with a supervising adult 18+ aboard.

The federal baseline

Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Nevada boating license”)

Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.

Who needs it

Anyone born on or after 1 Jan 1983 operating a boat with a motor over 15 hp on interstate waters (waters on the Nevada state line, e.g. Lake Tahoe, Lake Mead, Lake Mohave, Colorado River). Must pass a NASBLA/NDOW-approved course or proctored exam.

Rules on the water

Everyone riding or towed must wear a USCG-approved life jacket (no inflatables); attach the engine cut-off lanyard above 5 mph; no operation sunset to sunrise unless equipped with navigation lights; reckless operation includes jumping wakes or sharp turns within five boat lengths of another vessel. eFoils and motorized surfboards count as PWC.

Kayak, canoe, paddle board and kite rules

Stand-up paddleboards are vessels in Nevada: carry a fitting life jacket, and children under 13 must wear one at all times. SUPs are exempt from the AIS decal. Sailboards are exempt from life jacket carriage. eFoils and motorized surfboards are classed as PWC. No kiteboarding-specific rule found.

Boat registration in Nevada

All motorized vessels need a Nevada Certificate of Number and validation decals from NDOW. Exempt: non-motorized vessels (sailboats without engines, canoes, kayaks), boats registered in another state using Nevada waters 90 days or less, and ships' lifeboats. All boats also need an NDOW Aquatic Invasive Species decal ($13 motorized, $6 non-motorized incl. canoes and kayaks); exempt are stand-up paddleboards, self-bailing sit-on-top kayaks without storage, and float tubes.
