Channel 16 is the primary VHF-FM marine radio calling and distress channel. Carry a VHF radio on the coast and the Great Lakes.

The DNR violation hotline, 1-800-TIP-WDNR (1-800-847-9367; call or text, 24 hours, confidential), is for reporting natural resource violations. The DNR says it is not an information number, and it is not for emergencies.

Wisconsin life jacket laws (and kids)

Children

No state rule requires children to wear a life jacket. The handbook cites the federal rule: children under 13 must wear a USCG-approved life jacket while underway in an open vessel on federally controlled waters, and the state strongly recommends it on state waters.

Everyone else, towing and seasonal rules

All vessels, including canoes, kayaks and paddleboards, must carry a wearable USCG-approved life jacket for each person. Sailboarders and windsurfers do not have to carry life jackets (but are encouraged to wear one). There is no seasonal or cold-water rule.

Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Wisconsin boating license”)

Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.

Who needs it

Anyone born on or after January 1, 1989, operating a motorboat (including a PWC). For motorboats other than PWC, ages 10–15 may instead be accompanied by a parent, guardian or designated adult who is certified or born before 1989. Ages 16 and up must have the course or be accompanied by a certified (or pre-1989) person who is at least 18. On a PWC, the course is required for anyone born on or after January 1, 1989, and supervision does not replace it. Under 10 may not operate a motorboat.

Rules on the water

Everyone on board must wear a USCG-approved life jacket; lanyard must be attached to the operator; no riding between sunset and sunrise; always face forward; slow, no-wake speed within 100 ft of any other vessel, within 100 ft of a dock, pier, raft or restricted area on a lake, and within 200 ft of shore on any lake; no wake-jumping within 100 ft of another boat; no chasing wildlife.

Kayak, canoe, paddle board and kite rules

SUPs are vessels. Each one needs a life jacket for each person, a whistle on federally controlled waters, a white light (a flashlight or headlamp is enough) from sunset to sunrise, and visual distress signals on federally controlled waters. Sailboards do not need to be registered and are exempt from life jacket rules. The handbook has no specific rules for kiteboarding.
