Emergency on the water in Illinois

Life in danger, on any water: call 911 from a cell phone.
VHF 16
Channel 16 is the primary VHF-FM marine radio calling and distress channel. Carry a VHF radio on the coast and the Great Lakes.

Emergency and non-emergency contacts in Illinois

Call 911 for emergencies on all waters; on Lake Michigan you can also call the U.S. Coast Guard on VHF Channel 16. The IDNR Office of Law Enforcement (217-785-8407) and your local Conservation Police Officer are for non-emergency matters.

Each sector runs a 24-hour command center. Its line is useful for reporting an overdue boat or reaching the Coast Guard by phone, but in a distress use VHF Channel 16 or call 911 first.

Illinois life jacket laws (and kids)

Children

Children under 13 must wear an appropriately sized USCG-approved wearable life jacket on deck or in an open boat whenever it is underway. This does not apply inside an enclosed cabin or below the top deck, on an anchored boat used as a swimming or diving platform, or on a charter with a licensed captain.

Everyone else, towing and seasonal rules

Every vessel needs a USCG-approved wearable life jacket for each person on board or being towed. Boats 16 ft and longer (except canoes and kayaks) also need a throwable device. There is no seasonal or cold-water rule.

The federal baseline

Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Illinois boating license”)

Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.

Who needs it

Anyone born on or after January 1, 1998, operating a vessel with a motor over 10 hp, including a PWC. Under 10 may not operate any motorized vessel. Ages 10–11 may operate over 10 hp only with a parent, guardian or designated adult (18+) in direct control. Ages 12–17 need a certificate or that same supervision. Supervisors born on or after January 1, 1998, must have a certificate themselves.

Rules on the water

Everyone on a PWC or specialty prop-craft must wear a USCG-approved life jacket (no inflatables); lanyard must be attached to the operator, or the wireless cut-off must be active; no riding between sunset and sunrise; no weaving through traffic, unsafe wake-jumping or last-second swerving.

Kayak, canoe, paddle board and kite rules

Canoes, kayaks and paddleboards do not need to be registered or carry a stamp. The handbook has no specific rules for kiteboarding.

Boat registration in Illinois

Every watercraft powered by machinery (including trolling motors) or by sail must be registered and titled (registration lasts 3 years). Non-powered vessels such as canoes, kayaks and paddleboards are exempt. The Water Usage Stamp for non-powered craft was repealed on June 1, 2018.
