Channel 16 is the primary VHF-FM marine radio calling and distress channel. Carry a VHF radio on the coast and the Great Lakes.

South Carolina life jacket laws (and kids)

Children

Children under 12 must wear a USCG-approved life jacket aboard a Class A boat (under 16 ft). Children under 12 must also wear one on a paddleboard.

Everyone else, towing and seasonal rules

Anyone being towed (skis, tubes, boards) must wear a USCG-approved life jacket. By law SCDNR may not enforce any regulation requiring windsurfers/sailboarders to wear or carry life jackets.

The federal baseline

Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “South Carolina boating license”)

Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.

Who needs it

Anyone born after July 1, 2007 operating a vessel with an engine of 10 hp or more, a PWC or a specialty propcraft (law effective Aug 18, 2023). Exceptions: USCG license/merchant mariner credential, non-resident with another state's card, 30-day boat rental safety certificate, or accompanied by a qualified person 18+.

Rules on the water

Everyone aboard wears a USCG-approved life jacket; self-circling device or lanyard cut-off attached to operator; no operation between sunset and sunrise; idle speed within 50 ft of moored/anchored vessels, docks, piers or people in the water and within 100 yd of the Atlantic coastline (100 ft from docks on major lakes); no jumping within 200 ft of a boat whose wake you cross; no chasing wildlife.

Kayak, canoe, paddle board and kite rules

Paddleboards are vessels (unless used in the surf like a surfboard): carry a USCG-approved life jacket per person (under 12 must wear), a whistle, and a light (flashlight) between sunset and sunrise. SC Code 50-21-855 bars SCDNR from enforcing life-jacket rules on windsurfers and sailboarders. No kiteboarding-specific statute found.

All motorized vessels need a South Carolina Certificate of Number and decals. Exempt: non-motorized vessels, USCG-documented vessels, and boats validly registered elsewhere that are temporarily in SC.
