Emergency on the water in Kentucky
On inland lakes and rivers, 911 reaches the people who respond there: county sheriff marine units, state conservation officers and local fire and rescue.

Children
Children under 12 must wear a properly fitted USCG-approved life jacket while in the open portion of a boat that is underway.

Everyone else, towing and seasonal rules
Below locks and dams on U.S. Army Corps of Engineers waterways and the Kentucky River, everyone aboard must wear a life jacket upstream of danger signs/open-diamond buoys or within 150 ft of the downstream lock and dam wall.
The federal baseline
Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Kentucky boating license”)
Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.
Who needs it
Operators aged 12-17 of a PWC or motorboat over 10 hp must carry a Kentucky Safe Boating Certificate (or NASBLA-approved card) unless accompanied aboard by someone 18+; under 12 may not operate these at all. No requirement for adults 18+.

All mechanically powered vessels used primarily in Kentucky must be registered (county clerk; expires April 30 yearly), including sailboats, canoes or kayaks with any motor, even a trolling motor. Manually propelled boats (paddle, push pole, pedal drive) are exempt. Out-of-state boats may stay 60 consecutive days.
