Coast Guard sectors covering Virginia

Virginia life jacket laws (and kids)
Children
No separate Virginia child-wear law. The federal rule applies on federal waters (most Virginia waters): children under 13 must wear a USCG-approved life jacket unless below deck or in an enclosed cabin.

Everyone else, towing and seasonal rules
Inflatable life jackets count only for people 16 and older; one wearable life jacket per person is required on all boats including canoes, kayaks and SUPs.
The federal baseline
Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Virginia boating license”)
Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.
Who needs it
All operators of PWC, regardless of age, and of motorboats with a motor of 10 hp or more (including sailboats with such a motor), fully phased in by July 1, 2016. Exemptions include USCG licensees, 90-day temporary certificate for new boat owners, rental with dockside checklist, direct onboard supervision by a compliant person, and non-residents meeting their home-state rule.

Minimum age

Rules on the water
Operator, riders and anyone towed wear a USCG-approved life jacket (inflatables prohibited); attach the cut-off lanyard; no operation between sunset and sunrise; do not exceed the rated passenger load; slowest steerage speed within 50 ft of docks, piers, boathouses, ramps, people in the water and non-PWC vessels; no reckless weaving, wake-jumping too close or spraying.

Kayak, canoe, paddle board and kite rules
DWR: stand-up paddleboards are vessels when outside a designated swim zone or beyond the surf zone - a life jacket and a sound-producing device (whistle) are required. Manually propelled craft need no registration. No kiteboarding-specific rule found.
Boat registration in Virginia
All motorboats (any motor type or size, including electric) used on public waters must be registered and titled. Sailboats 18 ft and over without a motor must be titled only (no registration). Boats used only on private waters are exempt; out-of-state boats may operate 90 consecutive days.
